Three Juveniles See Something, Say Something And An Arrest Is Made

We are absolutely amazed with the maturity of three juveniles who were recently subjected to an individual we arrested for Penal Code 647.6(A)(1) – Annoy or molest a child under 18. Because of their quick thinking, we were able to locate, identify and arrest Matthew Kuhl, a 25 year-old Hispanic male out of South San Francisco.

On Tuesday, September 1, 2015 two separate incidents occurred involving three female juveniles that took place within a short period of time. The first call came into our communications center at 3:51pm reporting that a male subject approached two female juveniles as they were walking towards 1175 Castro Street (Graham Middle School). This subject, later identified as suspect Kuhl, asked these two female juveniles if they would go to a hotel with him. These two females did not engage in conversation with suspect Kuhl and proceeded to quickly walk away from him towards Graham Middle School where they notified staff of what had occurred. Their description of the suspect was critical in helping officers identify Kuhl in the second incident shortly thereafter.

At 4:09pm, we received another call into our communications center of a similar incident and suspect. In this instance, the male suspect was harassing another female, also a juvenile, and began following her while asking questions. Unlike the previous incident with the two female juveniles, the suspect grabbed the juvenile victim by her arm several times.

Once again, this young lady, under extremely stressful and scary circumstances, made the right call by walking towards a group of people on Escuela Avenue. It was here that she asked an adult to use their phone and called her mother who shortly thereafter arrived at her daughter’s location.

The mother of this victim informed us that suspect Kuhl had boarded a bus on westbound El Camino Real from Escuela Avenue. One of our officers was able to locate and stop the bus and found the suspect onboard. Suspect Kuhl was then detained and ultimately placed under arrest.

Suspect Kuhl was booked into San Jose Main Jail for Penal Code 647.63(A)(1) and 148(A) Resisting or Obstructing Public Officer, Police Officer, or Emergency Medical Technician. The latter charge was a result of suspect Kuhl becoming combative with officers.

We do not have any reason to believe this case is related to the one where we arrested Gil Kim on August 28th.
